Bar / Combo Chart - Dynamically adjust Y axis scale when scrolling horizontally

When sorting x axis by y descending and many x axis values with smaller y axis results, the y axis scale should re calibrate to the min/max of y for the dimensions currently shown on the x axis.  Otherwise small values are lost, not comparable on a much larger y axis scale.
