Allow all formatting options in KPI chart layers

The KPI container is a great item but the formatting options for charts are incomplete.  Specifically, I cannot set the chart to have multiple colors, I can't control the Y-axis tick labels, I can't format how those tick labels are displayed, I can't format bold the X-axis title and I can't add a chart title (I can only add a title to the overall frame).
