Vizlib Bar Chart presented an error and showed blank in some cases where conditions were used on measures

Axis froze and did not update after changing to currency format
- [LIB-4282]: User gets stuck after selecting a measure in the bar chart
When an end-user selects a measure from the bar chart they don’t have access to, they are shown an error. The measure can now be changed back (after receiving this error) in the current session.
Changing sheet or refreshing, after seeing the error, will remove the possibility to alter the measure
