One of my users used the line chart visualization and he didn't appear on the library subscription. This fact caused him not to see the chart. Is this feature must include both subscriptions?

The custom report allows you to make use of both Vizlib and Qlik extensions for Reporting.
With this ability, you can make use of the Vizlib Library extensions which if you do decide to use this requires Vizlib Library
I do apologize but without the Vizlib Library license you can't make use of the Vizlib Library extension in the custom report
