Tooltip transparency

Aside from ensuring color choices are in compliance with accessibility standards for those that are color blind, contrast ratios are also a design concern. In several of the vizlib charts the tooltip transparency cannot be modified. Please allow all tooltips throughout Vizlib library to have opacity control.
