[LIB- 10777] : New Forecasting Algorithm and Capabilities

* Important Note: The new forecasting algorithm replaces the previous algorithm.
   Using the existing algorithm, you'll get different forecasted results.
   We are sorry for your inconvenience. We are sure you will gain much more business value from the new algorithm.

The new forecasting algorithm uses ARIMA and SARIMA models for forecasting, replacing the Holt-Winters algorithm from the previous version.
The new forecasting is covering a wider range of forecasting uses cases, supporting both the seasonal and non-seasonal datasets.
With the new forecasting there is no more black boxes, users can control all setting of the algorithm selecting both method and optimizer and changing the parameters of the algorithm.
With the settings above the new forecasting support a range of users from occasional user to data scientist.
The new forecasting supports this additional use cases  :

• Choose the measure to forecast and control forecasting design on measure level.
• Two dimensions forecasting.
