Make Dual Function available in Charts

Hi!

I recently was using a Combo Chart and wanted to see the measure results and measure title within in the Chart itself. I wanted to use the Dual function but it was not working. i was informed that currently VizLib does not support the Dual Function.

    Hi Zoe,

    I have split this task into 3 separate tickets. Keep an eye on our changelog for these tasks. You will be notified when we completed these tasks.
