Qlik Map User-Triggered Pop-Up Drop-down/info lists based on geo-located data associated with map area

Hello,

Would it be possible for VizLib to code an extension that, similar to Qlik Mashups, would allow for geo-located data associated with a map area pop-up on a Qlik Map when the user hovers over the associated area on the map? But, unlike Qlik Mashup, wouldn't be dependent on ancillary software/coding languages that may be proprietary and not-compatible with organizations without licensure or partnership with such software/code?
