Limited coloring in Mini Charts

Differential coloring. Currently, a color assigned to a Mini Charts assigns to every bar.

a. Need to create custom conditions to specify bar color, either with expressions (ie for dynamic over limit analysis) or the ability to hard code colors to specific dimensions (ie coloring 5 wk periods a diff color all the time).

b. Critical that this color obeys the dimensionality of the chart.
