Customize Reference Line Label Position in Line Chart

When adding a reference line to a line chart, the text is placed on top of the line. You can adjust the text to be at the top, middle, bottom, and you can change the orientation to vertical or horizontal, but you cannot change the label to be above or below the reference line. Can this customization be added to make the reference line a useable feature?
